You have to go into your settings and delete your account. Then completely sign out of my space. Then begin the process of starting a new account. Yes, you can use the same email address as long as the old account is deleted.

Yes you can, as long as the email address isn't in myspace it would let you create a new account with the same one you used before. If it's not in the database anymore it won't recognize it and try to prevent you from creating one.
